In Pa you will need at least a class b license to legally drive the truck. It doesn't matter if you down rate the truck under 26,000 lbs the truck is rated for higher. So if you get a 5 ton get the class b. Or at least in PA.

I had the same thing happen to my 1009. It turned out to be a bad starter. It was drawing too much amperage that the batteries could not provide. Once I hooked to the slave and tried start it from a running truck it would start.

I went through the mess and it took a while but I have a noncommercial class B license for PA. That allows me to operate my 5 ton trucks. Not for hire not for profit.

I have alot of neat toys in PA but I never hear about any movies being made that need props. I don't even know how they ask.

I have an engine in pa for that truck. It is a bit far away from you. Some guys would repair what you have and some would replace it with a different one.
