No HMMWV hate involved - but a very similar vehicle can be bought on civvy market, with pedigreed paperwork.
No legitimate/logical comparison can be made to the MUTT or any other MV not available to civilians; it's a different era, different rules apply (NHTSA/DOT)... and the Golden Rule...
My perception:
SMART earned a DOT/NHTSA certification, and passed crash testing requirements. Can't say the same for the HMMWV. T-buckets meet the requirement of the states that they get registered in. As do many rat-rods.

Just bought a set of ISO flaring tools on Fleecepay for $30.00 - quality bit of kit; no issues. Should have similar results when buying/using Standard bubble flare kit.
Use a drop of brake fluid on die tip to make it easier to flare. Also, use a quality tubing cutter.

You could try to locate a set of 5-7 usable Michelin 11.00x16's. Or try beating your head with a hammer. Both will give you a headache. Results from the hammer occur faster.

...good luck on finding the Michelin 11.00x16's as time goes on. They're getting scarce in the used market, and new ones can (supposedly) be had for $550++ a piece. Some on forums claim to have them/have access to them new, but I have seen zero evidence of this. And the usual suspects that...
Another key is to adjust the shoes out to proper specs/minimal drag before bleeding the air out of system. I've seen too many people do this backwards & then talk about how far the pedal drops when applying the brakes.
