My top would not tighten up at all and just sat there loosely attached. Leaked all over the place when it was more than half full. I wrapped a 1 inch wide piece of tire tube around the threads at the top of the bottle and that tightened everything up nicely. The top stays on and seals fine...

Are you sure the leaking tire's rim O-ring is not bad? I had one tire that constantly lost air on my M936A2 and the problem was the O-ring between the rim halves. CTIS worked perfectly perfectly after that was repaired.

I went out and took some pictures. First picture no power on the truck. Second powered up, light switch off. Third powered up, light switch on. The only backlighting I have is for the shifter selection. With power on the CTIS mode lights (hwy, sand, etc) are always lit, light switch on or off.
On mine the red dot light in the push button area comes on on with mode you select light switch on or off. As soon as power is applied via the master switch, the red dot lights come on. Backlights come on with light switch.
I did not adjust the wet tank pressure specifically. All I did is bring the trucks primary air pressure up from just under 120 psi to just under 130 psi at the air governor inside the engine bay on the firewall. The new style governors adjust counterclockwise to increase pressure. They are...
1 Patriot-of-many, make sure you have min 23 volts going to the ECM. With no lights coming on I would check that. There may be a fuse in the power circuit to the ECM box. I recall one of the CTIS wiring diagrams show a fuse. Check the trouble shooting procedures in the TM I attached above...
