The only full hydraulics I'm aware of are for dedicated off-road purposes, heavy construction & rock crawling. DOT requires full mechanical connections in the event of hydraulic failure.
RAM assist and RAM steering are similar but not the same.

You have 2 options.
1. Buy a 24/12 battery balancer. Good ones are a few hundred dollars new, cheaper used on ebay. They make sure each battery charges equally when you tap off the center. You'll be tapping the 12v + terminal of the first battery.

I looked into the Medium/Heavy Duty Allisons. Nearly all of them have provisions for PTO. Some even have dual PTO ability, with side-by-side PTO's or over/under PTO's. There are so many Allison models it's ridiculous.
