I've got the same kit NOS out in my garage waiting for me to get at it. I looked at the instructions, and you're right - clear as mud. You can see where that z-bracket part on the left goes, but not how it gets installed. I think I'm going to classify that part as "optional."
Does anyone know where I can get replacements? I checked in all the TMs and could not find a part number. Mine are all very rusted. The one in the pictures was the best one (and closest to the tailgate).
