Most of the A2 versions I have seen come out of GL no longer have the platform attached if they have the hydraulics attached at all. Those lift gates can run off of electrical or a rear facing PTO.
I have a set of hydraulics for my 820 to turn it into an 820A2 just have not been able to get it...
I own 2 M820's one is a M820A2 and I get 4 miles a gallon.
With fuel prices thats running almost 1.25 a mile. Cheap it is not.
That is with super singles max speed I achieved was with GPS showing 64 MPH and it was down hill with a heck of a tale wind.
Your MPG in florida will be better then...

Being from Colorado I am more used to Snow then Fog. Mounting them under the bumper means they will be buried in snow or covered in it about 18 inches earlier. I think the difference in height would be negligible between 18 and 36 inches from the ground...
