I don't think that house trailer axles are illegal. From what I understand FET has not been paid on the tires. if you look on the side walls there is supposed to be a warning about this.

the block you have on there now looks like the one for the rear winch.

if it is bent it will probably be at the front of the double frame.
I agree with Kenny again you should be able to see it with the naked eye. If it is not bent bad, don't let it deter you from getting the truck

most over the road trucks that I deal with get 750k -1000k out of the motor.
unless there is a problem with the motor, rebuild is not necessary.

yes looks like you need some weight. I see in one pic the cable is bent and looks like that is why it is skipping. you can pull the bolt on the far end of the roller mounts and stick some washers underneath for more roller pressure.
