Don't have air assist steering myself but have been out in the woods and mountain sides many times with deuces that have it, never heard any low air pressure buzzers go off from steering too much.
I don't think you would want to turn turn the air up and you shouldn't have to add another tank.
Have you checked for other air leaks, loose compressor belt?
Maybe your compressor is worn out and unable to keep up.

I don't know if this has been mentioned but, if there was someone that had one of these that would be willing to remove a grill guard and trace it out on a piece of 1/8" door skin and ship it to you, it would save a lot of guess work...

Concerning the rewire, you wire it just like house wiring, when adding the 3rd wire (think that would be ground to service),
Just Make sure there are no grounds and commons that cross paths (connected together). Your breaker panel scenario may be ok, but check it out.
