That is where the barrel clamp bolts on, I have went through about 15 M66 rings in the last couple of years and had one that had it, wouldn't be hard to fab it up.My buddy has one on his ring I will try to get a pic.

Here is a shot of the two rear legs and a ring,I don't think you really need a TM, after you look at it for a while it starts to make sense, lots of pics here with trucks that have rings mounted.

They look like this, I was under the impression that the rear legs are same length, the front one is the long one.
