Are you testing it in a open area. Sounds like you got everthing covered. Check the cobra website below if you had not already if that doesnt help you may want to try to find a CB-tuning shop in your area if there is any.

I see your extra ground wire is looped back to the grounding plate.
Mabe you can get a longer wire and run it from the clamp on the connector to another location...
Maybe the sock in the fuel tank is clogged.
I would first check the fuel return line check valve on the I.P. like said earlier

I would like to have one for my M1009.
I used them in the military breifly and we broke a lot of them one time trying to change track pads for our entire platoon 12-vehicles but thats a little extreme. I know they were standard equiptment on M88's and AAV/C-7

Whats wrong with your alternator any way? Go to there website and have a look at what they got. You can decide on the basic kit or complete kit. Up to you.
The basic kit may fix your problem $20.00 kit.
If you dont feel like messing with it bring it to your local alternator/starter shop...

I got 1 rebuild kit from them the other day to rebuild my spare alternator. $45 cant go wrong.
I spent $85 a piece at the local shop a year ago to have my other 2- alternators build. They cleaned them up real nice though.

That what i do every time I change my fuel filter. I take the hose off the fuel return check valve and check the valve for junk.
Then blow 2-3psi of air in the tank through the return hose and pressure up the tank to check for leaks and prime and bleed the air out the fuel filter at the same...
