Well the point I'm trying to make is, your neutral safety switch is not working, most likely caused by the connector in your pics not being connected.

You should be able to just replace the third member on that rear axle, very easy to do.

Will your truck crank/start with the gear shift in a position other than Neutral or Park?

The axles, in stock military trim, aren't very water friendly. Conversion of the rear axles to disc brakes might help, never really looked into it that much because they aren't rated to stop a fully loaded Deuce. The front axles, I've seen after market boots for the front, but being submerged...
