That would mean I'm still needing the cab/controls/engine/transmission/radiator/fuel tank/exhaust/exc at the very least. (Don't really need the hood or fenders, but brushguard and headlights would be nice)

It's more dependent on the IP. It will start defueling around 3400. You could probably twist one out to 3500-3600. I would not set your shift point to the governed speed, but slightly below it.
BTW, you should have 2.56 diffs in the truck. A2's and later got the 2.73 and 3.08 diffs. So...
