I do a bead of rtv around the light. Let it get a bit tacky before you tighten it down. The seals dont always stop leaks. Especially over the windshield you dont want water dripping down onto the dash.
The tractor valve prevents air dumping. I have never stood back there while someone pushed the trailer control. Before you go crazy you should check the 3 valves under the drivers foot area. I had a truck that had all 3 bad, bad treadle valve and a bad tractor valve. Wouldn't build air at all...
If it's a 120/208 unit and you have that correct 3phase power then yes. The military stuff is usually wye configuration with 3 120v legs to neutral and 208 between the legs themselves.
I believe the tractor protection valve should prevent air from free venting from the rear gladhands. I have seen rear anti compounding valves stick. The tm does have a flow chart for that. If is a new problem the tm troubleshooting should work. Whenever I get a truck it it's usually 2 lines...
