    You may want to carefully verify the DCS is being provided +24 volts to the P2 plug on the back of the DCS. B+ pins should have +24 volts on them.

    The Frequency gauge is a Current meter, not a Voltmeter. It's a 0-200 microamp gauge. So to display 60 Hz it would be supplied with 100 microamps from the frequency transducer.

    That is a surge suppressor for the solenoid on the starter. It's there to suppress voltage spikes from the starter solenoid when the starter is disengaged. It's likely there to protect the DCS from damage. Be sure to get it hooked back up otherwise you risk damaging your DCS.

    That wire in your picture is item 4 below. Its a wire assembly with a diode inside the heat shrink. It has to be installed with the correct polarity!

    That's the usual failure mode/symptom of a bad CR1. With no load it'll supply 24 volts. As soon as a load is applied the voltage drops to zero. Many have had that same symptom and failure of CR1. You're not alone!

    It looks like CR1 is bad. To verify that put a jumper between the two leads of CR1 to bypass it. See if the generator crank properly. If so CR1 needs to be replaced. It's a 1N5406 3amp diode. They fail fairly frequently.
