One of the best cleaners there is is B100. If if you can find it.
I keep a gallon or so on hand and put a couple ounces in fuel being used. I run straight B100 if I suspect the fuel system needs cleaning.
Do NOT put it in fuel being stored.

You have nothing to loose at this point in tearing it apart. Cross your fingers and hope you can clean it up and get it back together for five or six hundred bucks.
How are you measuring the voltage? With a meter at the terminals?
If you have time please measure the voltage at the terminals. L1 - L2, L1 - L3, L2 - L3. Then measure each L1, L2, and L3 to L0.

I've found black plastic drums an excellent fuel storage solution. I prefer to buy ones used to transport cooking oils. They are easy to clean and any trace residual oil is no issue for the fuel system of the generator.
Just as a FYI, I have a never deployed 10kw machine with virtually zero time on it. I wouldn't take less than $6k for it.

Not spoofing you. Its not a TSI but a 420a car. We run it in the 24 Hours of Lemons. It has 3000GT brakes and a seriously modified suspension. An absolute hoot on a road course.
