You can super single it with new tires. Largest size you can go is 16R20. 15.5/80R20 or 14R20 are a better fit in my opinion. The best wheels would be from M939 series or FMTV. The cheapest wheels would be new HEMTT 2 piece. $50 each.
Before you spend money on a hard top to "cut down on noise" you might review some of threads here that describe why the hard top is louder. There were several new in crates tops sold on Government Liquidation last week. I'm sure someone here has them available.

This one runs really well. It has a 7 speed Allison from the MTVR than can take it up to about 75 MPH. My other Kenworth PLS with original tranny is limited to about 54 MPH. The Oshkosh PLS goes to about 57 MPH.

Yes, very steep! A good test on your load tie downs for sure. With the 20' flatrack, the steep angle is required due to the bed height of about 6'. As pictured, the load is only about 10,000#. The hook lift system is rated for 36,000#.
