Not sure what the amp output is but they're mostly used to de-sulfate batteries.
I don't know if it will hurt them to be mounted but not connected. In direct sunlight, without a battery on the output terminals, they'll put out a lot more than their 24 volt rating.

Kinda down-and-dirty but we just use which ever size will fit through the safety wire holes in the screw or bolt head, or threaded shank. After all, they were drilled to accept the specified safety wire size at time of manufacture.
Sounds more like the batteries on the jumped truck aren't doing their job or the battery isolation switch is off. If it starts with a jump the pump's working.
