Ok i have everything off except pto. I have all bolts out of pto but not budging. I thibk its disengaged but all cables are disconnected so i cant tell. The lever is all the way left. Whats the secret?

I have 16s and they rub a little at full turn. Not a big deal. But not sure bout ctis. The 16s run at higher psi I think so might mess up everything.
