That is not bad for an aluminmum ladder I have a steel one for the duece and love it and the M109 came with the one it is supposed to have. I really like the M127 since the ICC bar and a hoop let me climb up into it really easily and if the sideboards are on the rear right one has ladder loops...

Is there a relay you bypass by using the jumper set up? I think a bad relay would be the issue from what you are saying having checked all the wires and voltages.

My Dad's first car was a 32 Ford that a couple drove into a canal and drown in. He got it for almost nothing and all he did was dry it out change all the fluids and he drove that until he left to go to the War in 1942. Go for it.
