if you are getting higher voltage with the glow plugs active its a sign that the plugs are bad (at least a few of them) the voltage will continue to rise as more of the plugs fail (snowball effect)

make sure the glow plugs are working, these engines (indirect injection) dont start well if at all without at least a few plugs working (even in that heat).
Its a civilian tire and rim.
The rim is a standard GM 15" steel rim.
Just get a matching tire from a tire shop (for a spare it just has to be the same size and load rating.)

swapping the the electric pump is fine, just be sure to block off the hole and remove the rod from the engine. Get the block-off plate for a small block chevy fuel pump. its the same
jim, not true for every vehicle. I can drive in the city all day long and get out of my truck and the rotore are cool to the touch. Unless you ride your brakes there is no reason for the rotors on your car to be hot unless you have done some heavy braking.
