Because you're going through the effort of blasting you should consider using an inorganic zinc primer as a first coat for best rust protection. I'm starting to see them available in rattle cans, I'll try to post a product number tomorrow.
The TH400 transmission I'll always shift on the governor if you drive it fast enough regardless of what the vacuum signal is doing. Verify the transmission hits all gears at full throttle (not too exciting with a 6.2). If it doesn't you need to be looking at the transmission, if it does then you...
We had to stop using Baldwin primary filters on our John Deere 6081 engines. The top of the filter has a tapered metal seat and the angle on the Baldwins is wrong. It touches metal to metal before compressing the rubber gasket. When the fuel tank level would drop below the height of the filter...
Just an FYI, in my experience, with a bad injection pump, the engine starts right up but does when you try to drive it. Then the long cranking to get it going again where it will be fine for the rest of the day.
How much do you want to spend? These ones are good enough for every day use.
Torque Multipliers, 4x Multiplication, 1/2" Female Input Square Drive

You're already halfway there with two broken ones. Is 4x sufficient? The price goes up steeply from there.
Sorry, I'm a bit of a grease snob. Any quality ball bearing nowadays comes packed with a polyurea based grease. These are generally not compatible for mixing with lithium greases. The annoying part is finding it. Lucas X-tra Heavy Duty (green) is a polyurea. Otherwise, your local bike shop...
Split lock washers have zero locking effect and introduce additional problems.
They can break and fall out leaving the bolt loose.
Water can get to the threads through the split causing corrosion and seized bolts.
They make a burr on the nut that can bite you.
Amazon has Yokohama standard sized A/T tires for $179

Are you opposed to running a closest metric sized tire? That will open up a lot of low cost options.
If you want a lower cost non-Chinese alternative to Fluidampr, Dayco sells a made in Australia damper. It's still a rubber type but half the price of Fluidampr. I had a vibrating bed but I haven't run the new engine yet to tell if this makes a difference.
If you pre-fill the filters, the engine should self-prime on its own. No need to push the accelerators. Unit injectors move fuel regardless of rack position.
All of the talk of pressurizing fuel tanks on this forum is crazy.
One thing you'll find working on these hybrid 12/24 volt trucks is that the relays with 12v control coils switching 24v loads are often designed with 12v only service in mind. The relays are short lived in 24v service due to the larger arc during break. Why the relay failed at exactly that...
