My friend, you are coming up with a VIN to Registration Number mismatch. The VIN is short 1 digit. The VIN is incorrect for the Registration number also.
Highly suggest you get the VIN from the frame only at the left front wheel well. We'll run the numbers again once you do that.

I had these on my truck. The steel antenna attaches using what we called a Jesus Nut.
Your assumption about the way the antenna mounts sounds correct based on what I've done to assemble mine.
Other than plugging it in, I don't know how to test it. No idea about the testing.
