What year is it? You can pull a steering link. You could pull the steering wheel and remove the steering lock. You could hire a wrecker to lift it. You could go to Harbor Freight and buy a set of wheel skates. You could call a locksmith.

Have someone walk beside the truck, and see if you can pinpoint the sound. You could have loose wheels , broken rims, bad springs/bolts, bad dogbone ends, bad wheel bearings, or a bad trunnion bearing .

Replace your shut-off cable with a new one and leave it out when not running.

Have you ever operated it before? If not, you may have a stuck brake band (assuming it's the same as an 809 series). Pull the little cover on the front and inspect it. With a screwdriver or prybar, you might be able to spread the band a bit.
