fastest, easiest thing is to pop the drag link off with pliers, an wrench and a hammer(smack the metal where it is tapered).
Next easiest would be to pull the steering wheel and remove the steering lock.

Have you ever operated it before? If not, you may have a stuck brake band (assuming it's the same as an 809 series).
Pull the little cover on the front and inspect it. With a screwdriver or prybar, you might be able to spread the band a bit.
