You can easily pressurize the system by pulling out the temp sending unit(or a plug next to it) and installing a gauge and schrader valve. Your cap will act as a safety relief. Put 5 psi in and watch for your leak.

I'm no Guru but, I think the mechanical governor only sets the shift points in a WOT(wide open throttle) situation.
The vacuum modulator controls the shift points during normal driving situations.
That stinks. Without your own pics of before and after(pickup), I doubt you'll get far with making amends with GL.

Too bad it happened that way, think of the savings if you had had it towed the whole 2.5 miles! Even the shortest and simplest trips can go bad.
So, does that Massachusetts form cover State and federal tax? How often do you need to file and pay? What happens if you miss a filing date?
Since the ULSD fuels, I would think that might be a worry too. Why would your state(or the Federal Gov) allow you to burn any fuel with over 15PPM...
