I've never seen the disk have more than one mark. The correct timing has a slot on the disk that the pointer lines up with. Maybe wipe the disk off with a Q-tip or rag once you think your close to see it better.

The rockers are loose when the harmonic balancer is at tdc with the pointer in the advance(window in front of hyd head) unit lined up is correct.

Start at the front and work your way back. Fix holes as they show up and prime everything with red rusty metal enamel. Once done with that, paint it whatever color you choose with a quality paint. Done well, at your pace, and not one bazillion dollars.

I am still waiting for more info so I am in a holding pattern. I appreciate the info so far. I have been told propane and diesel is what they have reliable access to for fuel. No other info as of yet.
If you look at winch installs, most have multiple batteries as the amp draw is very high. Whatever the alt puts out will re-charge the batts after the high current draw. Doesn't matter if its 12v or 24. As long as you aren't winching a lot, you'll be fine.
If you line up the mark on the harmonic balancer and the advance unit in front of the hyd head, and the red scored tooth is visible(only visible, not lined up), and the valves on cyl one are closed, your good to go.
