It sure presents as a fuel restriction or a breakdown of spark, but without actually hearing the engine it's hard to nail it .. Everyone has covered the possibilities .. Something will pop up sometime (y)
nice ! the PTO is a rare plus on an IHC "industrial" .. The lack of drawbar stinks, as it may be difficult to find one (and its front mount and rear support) if you decide to install one.. W4's/I4's are not plentiful in tractor graveyards.. I'm 51% sure the setup from an H will not fit yours...
the plugs are 7/8" as you discovered , this is a throwback from IHC's 1920's-1930's tractors .. Oddly, their trucks are 13/16" back to at least the 1940's
1: No dipstick .. On yours you will find two thumb knobs on the R-side of the oil pan .. You crack the top petcock first.. If oil drips out you are good to go
If no oil drips out the top petcock, you close it and then crack open the lower one . If it drips, your level is within the safe...

I have never come across a M44-series 2-1/2T 6x6 gasser with a tachometer . None of the 1950's gas GMC's (M135, M211 etc) had a tach either .
