On the m939, the heater core is a great place for funk to accumulate if not flushed out regularly. First time, I flushed it, I was amazed how much "mud" came out.
load test your batteries individually when fully charged 12.4-12.6 I suspect one or both are not up to spec.
I am ole and old school and use one of these to load test charged batteries...

My swag is the batteries we're too low and should have been charged first.

There are 2 parking brake handles. Early style did not lock and real easy to bump open (don't ask me how I know) and the revised locking handle. The new style is backwards compatible to upgrade.

You can pry or cut off the "wing" and use a deep socket.
The wing usually comes off easily.

Yes, my truck has done the same. I think it is poor prep and the nature of carc that was applied.
The newest stuff appears to lay down and adhere better due to a different composition.
