Did you test at the glow plugs? Your correct, the double orange wire should be dead unless glow plugs are on.

The lower small terminal wire is usually blue. Tho, it's not in the picture of mine.

I don't have the diagram but I know that if you use a jumper wire from the lower small terminal to a good ground it activates the glow plugs.

I had similar problem yesterday and in my situation it was the fuses. Never thought to check the easiest, simplest first.

Checked fuses under dash. 3 blown, replaced and she fired right up!

Just replaced relay, still nothing.

Correction, relay is to the left of master cylinder, on the firewall.
