Oh... The pic is side ways I couldn't tell at first.
I think your key switch isn't coming back all the way.
Check your ignition powered lugs in the fuse panel.
That will help to tell you if the switch is turning anything completely off.
OK. I'm on mobile so the pic is a little small for me.
Anyway. If the block is good you could get a replacement rod and piston and just change that in until you either rebuild that motor, or find a new/new to you Cummins, or gasser.
From what I hear it can be a job.
Note/disclaimer: I have never rebuilt a head I'm just going off some info from my dad, uncle, Cuz, who have all been around and built engines for a long time, a few reputatable machanics, and a Chilton book.
A rebuild is like an engine rebuild. Just smaller.
You take off the heads pull the glow plugs, injectors, valves, valve springs, the whole nine yards. Then you can have the heads magnafluxed for cracks, faced and valve seats ground and polished, either replace all the valves or have the ground...

Could take you out the injector and shine a light in there?
Pull the valve cover maybe?
I don't know if it will help anything or not but.........
Do you have an engine stethoscope? It looks like a regular stethoscope that a Dr uses but instead it has a long metal probe instead of the cup.
If you had one you could check individual spots to find exactly where the noise is coming from be it the head, block, injection pump imploding.

I may be wrong but could it be a lifter ticking?
I hear a lot of lifter ticking in a few motors I'm around day to day do that's why I say possibly lifter.
