Speaking from personal experience, it varies by state. OK charged for 14 months of late fees for the one it took so long to get the paperwork on. Other states have specific exceptions from late fees written into law for former military vehicles.

90+ days of GP, and couldn't get a title. Two days of Jwade, and the title came knocking at my door. He even followed up with me o make sure all was well.

Title requested 7/15. No EUC required. Title received 10/15. Color is listed wrong on the title. I don't care, and hopefully neither does AZ. We'll find out Tuesday when I go to license it. (M925A1)

Waiting for one on an M989A1 since May. And a truck since July. The wait killed a deal on the M989A1. Truck sale is pending receipt of title, we'll see if that one happens. (I don't post anything for sale until I have titles, these sales happened without actively looking for them)
