The TM 9-2320-289-20 and the TM 9-2320-289-34 tech manuals have a troubleshooting section for the wiper/washer system.

The -34 manual goes a little more in depth.

Another problem area is the noise suppressors (capacitors) at the wiper motor. They are used with military radios and are not needed for civvy use. You can remove them.

I had this issue and once I removed the noise suppressor that plug inline, the wipers worked as they should. It's all plug and play, so really easy to do.
