3 capacitor assembly ?

HI all.. Just curious what these 3 capacitors are that are clearly not being used? Best i could find is on page 54-1 Item #16 of TM - however it does not say what they are for. 86M1008. Thanks and have a great day! dave

They are noise filters for the military radio. They are NOT needed for the wipers to work. If they were eliminated they were an issue. Discard them. Happy Thanksgiving.
