Air Compressor Test

I'm trying to test a compressor on my deuce. Currently no belt on compressor. I spun the pulley with my impact gun but did not feel any air pressure out of the main supply line. Should I feel pressure? It doesn't make much of any type of noise when I spin it by hand. I can spin my shop air compressor and hear and feel it build air. Any ideas?
