Air filter W/Foam condom?

New to me I just ordered a K&N air filter for my M1009 When I pulled out my old filter It had Foam protecter. Is this millspec? and does it need to go on the K&N?

its just to keep the big stuff, "bugs, leafs, ect" from clogging the filter, it is washable, and I dont think it is you 14 mpg problem,

Definitely not the problem. Unless it is REALLY stinkin dirty. But, to be that dirty it would be WAY obvious.

I have started putting a (diesel fuel supplement +cetane boost) it is put out by power service.it mixes 100 gallons.you can get it at walmart.

Ive only been getting about 16-18 since we switched over to winter fuel up here.

with mixing it im averaging bout 18 or better with the winter grade mix.

My first tank 13.9 2nd 15 Not what I was expecting..

Try using an additive or injector cleaner if it sat for a while, i would go double recommended dose.
