The key word here is "theme". I don't think those are issue items.
When I was in the Army we had to use our own CB's when we convoyed from GA to CA.
Oddly enough when we got out to Fort Irwin, CA they made us remove the antennas so we could not use them on the installation. Might have had to some of the electronic warfare stuff they had out there but it seemed weird to me.
