Bad generator or voltage regulator

voltage reading

I was driving my Humvee when i noticed that the voltage reading was inching towards the red, after about 30 minutes of driving I saw that the reading was right above the red line... I replaced the batteries and the voltage meter reads in the yellow and is steadilty there. When I go up to 3k-4k rpm i see that the light in the gauge willl light up and dim slightly and the needle will tick slighlty to the green.

It is a 400 amp
