Just measured v at the V meter while running 28.7v.Mine is on yellow/green when ing switched on heating plugs.Wait light goes out green.Start green/red.Then green a few times while the glow plugs cycle.Then half way in the red and stays there no matter what i turn on.

I think you may have a bad volt meter. You have replaced and checked so many things, there isn't much left. I had another vehicle that I bought for a really cheap price because the volt meter stayed almost pegged all the time, although the measured voltage was within specs. I repaced the volt meter with a new one and it read correctly.
