bouncy voltmeter with bouncy lights!

ok here's the problem.. 1966 dodge power wagon.. when i got it the voltmeter and lights would bounce every second from 12 -15 volts. like ticking second hand up/down up/down.. lights would go bright and dim correspondingly.. everything changed, alt, voltage regulator, voltmeter, cables, starter, battery, (twice) . nothing seems out of place. what am i and everyone whos looked at it missing? any ideas? thoughts, musings? HELP!
