brake adjustment m37

got an m37 in the shop we are working on,dont see a way to adjust brake shoe to surface tension in drums, got a strong pull to the right,also pedal height gets better after 1 stroke, thourghly bled no air, anybody?

Surface tension in drums??? What is that. Adjusting the shoe to drum clearance is self explanatory. Pull to the right means frozen wheel cylinder on the left. Pedal height issues means too much clearance between shoes and drums, or collapsed rubber brake lines.
