Brake bleeding issues

My son and I tried bleeding the brakes in the m35-a2 bobber prospect that we just picked up for my wife. The previous owner put an NOS master cylinder in. But never got the brakes working.
When bleeding the brakes the air pack makes the propor noise and it's got great fluid pressure at the bleeder on the slave cylinder, but it has almost no fluid pressure at the wheel cylinders all 4 have just a real weak flow.
the truck has 0 brake but the pedal is there.
im stumped.
The brake pedal didn't feel right. It kinda like the air bucks back at you.
