Cold weather and inner tubes

Found a note regarding inner tubes in the cold weather kit section of my 8x8 dash 20 TM.
The tires on these trucks are "tubeless" radials and inner tubes are not mentioned anywhere else in any of the manuals (at least I haven't found any reference to them yet), so why would they be used for "cold weather" and would there be any advantage to using them in general?

the tire shrinks and the air leeks out? I don't know. But I do know that in cold weather tires are softer on my work truck for the first few miles when it is really cold.
My $0.05 worth.

Could it have anything to do with running them at very low pressure in very cold weather to help with traction in certain conditions. They might not be very pliable and would not seal properly so the tube would keep them inflated?
