Conflicting Oil Capacity

So I serviced my 1990 m925a2 truck the other day. Tag on the dash says 27 quarts of oil. So I went ahead and did that and it was way overfilled. I checked a tm and found it says 20 quarts for the 8.3. So why did my tag on the dash call for 27 quarts? Anyone got any ideas why they are conflicting specs?

I had the same issue with my M813 with conflicting quantities in the literature. In the end the Lube Order was correct at 27 quarts for the NHC-250.
