the one i drive as a daily drive m1009 came with one ... and the m1008 at my reset shop also has one.. it may have been a change in the later build lines

It's there on mine, just not labeled as such. Just turn the ignition switch back a click, with the key in it of course, may have to wiggle the steering wheel if it is locked.

There is an ACC position on the ignition. No lighter. I added a lighter just took the plug out of the space next to the ash tray and connected to the front battery. So easy I could do it.
