Darn window regulator arms for tailgate window.

Hate to beat the dead horse but I can't find the information I need by searching here. How do you get the two window regulator arms in the tailgate to move? I have them out right now putting new guide arms in the side along with a new crank and trim parts.

I noticed before I took the regulator assembly out the two arms wouldn't move any. Even with the regulator out they will not move. I read that they need to be "in time" how is this accomplished?

Out of all the restoration I have done on my 85 model 1009 this is the most maddening part I have run into so far.

Any help would be greatly appreciated. Pictures and a detailed description of what to do would be wonderful.
