Does anybody know what this red thing is on the parking brake?

I got one with my truck and best I can figure is it’s some sort of lockout lock thing.

May sound stupid but I can’t find any info on how to use it. I’ll have to go take a look tomorrow now that I know where it goes. Can somebody explain how it works?

Those park brake handles have no lock other than being “over centre” so if you bump it, it releases, violently. So that pice of tube makes it so it cannot release. You just lift it to release and slide back down after. It doesn’t lock like for security, just avoids accidental release.
