EUC Required?

So if I have this figured right, I don't need an EUC for an item unless it is specifically stated in the listing (red "EUC Required" flag towards the upper right of the listing). Is this correct? Just want to ensure I have everything in order.

If you click on an item to view the description and pictures usually the EUC notice will be at the bottom of the page. At least that's the way it's viewed on my puter.
