Fast Idle Setup

I just finished replacing my radiator and heater core, and during the process I realized that my engine does not speed up when it is cold. Where can I find a wiring diagram for the fast idle solenoid? I noticed that there is a red wire near the solenoid not connected to anything, it just has tape on the end of it.

The power wires for the idle up and cold advance are green and pig tail off to each other. The only red wire around there is the power wire to the injection pump.
