Fuel filter drain tube

A couple of dumb questions...

My M1010 has fuel dripping apparently from the fuel tank drain tube. I relieved the pressure in the tank (removed the gas cap) and the drip stopped.

1 - With the pressure removed can I take the drain tube cap off and expect no more than a tube's worth of fuel to come out?

2 - Is there -supposed- to be a weep hole in the center of the drain tube cap? I can't imagine how there would be, but it sure looks like there is one...
