Fuel Leak - M923 with NH250

Inexplicable fuel leak between the two halves of this piece. I was thinking the O ring wasn't properly seated. I cleaned and reassembled it, ensuring that the O ring properly seated. Upon starting the truck the leak was back in full force, spraying.

I almost think there should be a gasket between the two halves.

What am I missing? Truck is an M923. 2007 date code NH250.
